Affiliated minor league question

So I have a AAA league with 16 teams but only 12 have a MLB team they affiliated with. So they have no GM the remaining 4 do have a GM. They also seem to always win and have better records. I'm
Assuming because since they have a GM they sign their own players and pay them more. I'm I correct to assum this?

Not totally. The MLB team gets the best of its affiliated players. The non-affiliated teams sign the best of everyone else.

The year makes a big difference since in the dark past most players started unaffiliated.

Don't forget, OOTP 17 has a new feature allowing unaffiliated players to be purchased by major league organizations.
