Bug when install patches

Hey guys, I just bought the game on steam because of the sale and while it says I'm on the latest patch on the bottom, whenever I start a new game the rosters are from Opening Day and not October.

I forced game re-installation and i get this: "An error has occurred. Unable to install the patches."

Help would be appreciated, would love to play on the current rosters.

By default, we only ship with opening day rosters. There was an update for the August 30th rosters that was mentioned here (http://www.ootpdevelopments.com/boar...available.html) with instructions how to download and install.
