Teams not posting expansion protection lists

I wanted to play a historical league starting in1965 but turn off the automatic expansion and instead immediately expand your the 1969 expansion teams to start off. Then a fantasy inaugural draft. I wanted to thin out the talent pool partly to prevent myself from getting a future all star team too easily and also see who from the historical minor leagues might come up to the majors.

But after creating the league and before setting the fantasy draft, once I expanded everything got blocked. I can't even 'finish today'. No team except mine has posted expansion protection lists. I can become temporary GM of each team and do it myself. But what did I do wrong?

Did you ever get this fixed? I went to every team and set their protection list for them but I still run in to the same issue every time?

It still happens sometimes. And there is another thread here about expansion problems I think there is a genuine bug.
