Winter league question

I added the Arizona Fall League to my game world, how do I send my players there? Or are the rosters just randomly selected?

Nobody knows how to send your players to a winter league?

So digging around further, it looks like the 6 teams in the league are each fed by 5 major league teams, and my expansion teams in the MLB aren't affiliated with any AFL teams. So how do I change it to an 8 team league with each team fed by 4 systems?
