2 Questions

1. I am just the GM of a team this season. How do i get my MGR to use my lineup? I have all green on his profile. I am simming a week at a time so i am not playing out any games. It keeps reverting to his lineup choice.
2. I have 2 RP who have not been used all month in April. i can't figure out why. I set them both to RP in strategy just a few minutes ago. One is a good 3 star SU the other a 1.5 star MR.

Answer to #1 - Go to league setup, Global Settings, lower left and check the box - "GM-only users are always in charge of line-ups."

Possible answer to #2 - Your starters might be playing too well, eating up too many innings. If you have some relievers set to be used more often, they will get the bulk of the opportunities to start with, and even a higher percentage if there are very few relief innings to come by. In one of my seasons, I did have a similar thing happening with one reliever without any of those issues (all my other relievers had between 10-15 innings), and I couldn't come up with a reason. I played through May, and he caught up a bit, getting a lot of innings in a short period of time.

Infractions: 1/2 (4)
yeah, if you have 5 guys that are on pace to eat 200+ip you won't use that #6 and #7 pitcher often (excludes Long Relief).

Especially if your top 1-2 or more can do 230-250ip too. this is when i care alot about my LR guy, because among RP #4-7 in the pen, he's going to get the most work. i make sure they are good enough for a secondary role as high leverage.. or no roles as long, but this guy as the lone long releif secondary and high use MR primary. you can definitely roll with 6RP if the SP stay healthy. have one stashed in AAA and make use of an extra bench player... very useful. other positive benefit of 6 is that it doesn't spread the work as thin.. those 30-50 innings split by #6/7 on depth chart all goes to #6 now, mostly. and inconsequential to rest

gm-legacy mode definitely needed... also, i think by default in GM Control settings it delegates ML Lineups and Pitching staff to the Manager. something to check at least.

What is your manager's strategy for Starting Pitchers Hook? Is it low, medium, high or Dusty?

I second this. Looking at the screenshot posted, the top-3 starters are averaging about 8IP/start. The #4 SP is averaging just under 7IP/start, and the #5 SP is averaging just under 6IP start. That means there are only 8-9IP available to the relievers every turn through the rotation. And given the depth the starters are giving you, the bulk of the work is going to the closer and set up guys.

Ellison is a SU guy. i changed Ellison to MR and use more often and Heredia to LHP specialist.
