NHL style draft

Is it possible to set up a NHL style draft where you retain the players rights for 3 years but can choose to sign them at any time?

Many players would do well to go to college for a couple of years to develop which would improve the product as the NCAA level and also allow more borderline players time to get ABs/IPs to see if they develop.

MUCH more actual development happens in the rookie leagues than a college league could ever hope for. College programs main objective is to win. They really couldn't care less if the player ever plays professionally or not. The literal reason the low minors are there to get get young guys in and give them instruction and development.

I'm not saying I hate the idea, but the difference between MLB and NHL is that the MLB actually HAS the low minors. The NHL basically has their AAA (AHL) and AA (ECHL), and the rest of the development is done in college and juniors. It's just a night and day difference.

To answer the question though, I don't think there's a way to replicate that right now. If there is I haven't seen it.

It would be interesting but would need World Draft so you include Overseas guys in it. Could affiliate a Overseas League with a MLB one.

I am reading up on promotion/relegation leagues. So my thought is a feeder league from all over the world but not quite sure how I set that up? Do I:
1} Create 16 team elite tier league w/5 minor league levels
2} Create 16 team first tier league w/5 minor league levels
3} Create 16 team second tier league w/5 minor league levels
4} Create 16 team third tier league w/5 minor league levels
5) Tie them all together in relegation/promotion league
6) Create World Feeder league with the 268 teams needed to supply the players for the league?
