Workshop Central

I'm new to the game and am wanting to play with the recent rosters. I've subscribed to the September Rosters update on the Steam Workshop and am trying to activate it in game but am not having any luck with it whatsoever.
On the left hand side of the Workshop Central on the game it says I am subscribed to it, however it doesn't say its downloaded (which I think it's supposed to say), yet on the right hand side it says "this item is downloaded...Download item again?"

Just wondering if anyone has any ideas on what i'm doing wrong or what i'm supposed to do to activate an update from the steam workshop.

log in and out?

if it's downloaded, you might be able to extract it and move it, manually.

go to your OoTP directory, i don't have steam so my directory structure is different.

ootp\data\addons -- Addons is the key, but keep eye out for similar verbage.

other locations: my documents, users\...\appdata?, maybe seomthing to do with steam?? anyway, search for "ootp" on entire HDD/SSD if you can't find it initially. when you see one from a different path, look into that directory(ies).
