Pro Service Time Limit Bug for Minor League Teams?

So I set the pro service time limit to six years for the High-A California League, as it is in real Iife. I then tried to sign Chris Pieters to my Cal League team, but it says he doesn't "match the rules" for that league. Pieters has stats going back to 2015, but was signed as an International Free Agent in 2011. It appears that the service time limit in-game starts when he was signed, not when he actually started playing? Is that a bug or is that how service time limits are actually calculated? I tried the same thing with another player in a similar situation, signed in 2011 but debuted in 2015, and had the same results.

The game calculates service time from the moment they are in an organization, so the moment they sign and are in the international complex.
