2012 CBA Rules issue

If a compensation eligible free agent is signed by teams drafting in the Top 10 they are not being protected from losing their 1st round pick. Looks like "maybe" picks in the top 4 are being protected.

This is happening with the 2012 setting enabled in a 28 team league that begins before 2012 (1980).
