What level settings do you use for Arizona Fall league?

Curious to know what settings people are using for the Arizona Fall League. The official rules (http://mlb.mlb.com/mlb/events/winter...id=player_elig) specify Triple and Double-A players, with 1 Single A player allowed per MLB Team.
In OOTP, we are given the option to base selection on League Level or Talent Level. League Level I assume is which league they are at the time of roster selection....so if they spent the majority of the year at Triple A but were on the MLB roster at the time of selection, they would be ineligible. Talent level seems to imply the AI decides what level a player "should" be at and that is the basis for whether or not they qualify for the Fall League.
So I can't decide if I set the minimum level to Single A or Double A, max level at Triple A or MLB, and if I should use League or Talent level.
