Contract Extension

I am playing MLB Setup in Challenge Mode, with some adjusted rules.
I have tons of upcoming Free Agents.
I disabled FAgency and Arbitration.

When is the last date, I have to offer them an extension?
Maybe final day of season after playoffs are over.

How can I lure away upcoming FAs from other teams?

It seems like I am missing out on them completely.
Can I offer them contracts?
If so, up until which date i have to act?

One more Q in hope of some answers (!)

AI almost every time gives players 1 yr extensions.
I limited maximum contract length to 5 years to generate more player movement.
But really a ton of contracts are extended for 1 yr only.
Must be 90%+.

This seems highly unreal.
Any idea how to "change" that to more realistic numbers?

Based on what you have setting the only way you can get another teams players is by trade or if they release them. In the offseason you should have dates that lead to Free Agency which would be the last year for you to sign players.
