Free agency too easy ... help?

I just picked up OOTP19 after skipping a couple of versions. I had an excellent fictional league in 16, but it eventually got too easy, for one specific reason.

All of the other teams spent all of their free-agent money in the first wave, shortly after the free-agency window opened. So when guys who had overpriced themselves were looking for one-year deals during spring training, they had one option ... me. I could usually get two excellent everyday players dirt cheap. It got to the point that I was making the playoffs every year with no drama at all even though it was a 24-team league with only four playoff teams. No drama in a 162-game regular season is no bueno.

Does anybody know of a way to fix this in the settings, or has it just gotten better as the versions roll along? I'm not too good at the advanced settings. I once had to throw out a save because the minor leagues were playing 2-game seasons.
