best historical year stats questions

Hey all,

Been playing since OOTP11. Love these forums. They have been so helpful over the years. Fairly proficient in setting up leagues, but wanted to venture to a new area...historical stats/AI settings, so I am calling on the experts here to help me out.

I am looking for two things....

1. Best historical years to use for stats/AI. (I think I am leaning toward mid to late 1980's)
2. Procedure in the game setup to best ensure you achieve close to these stats each season.

I know I have seen posts about these things before. I have searched and searched, but can't seem to find them again. If anyone could point me in the right direction, I would really appreciate the help.
