How to activate ghost players mid season

Alrighty, new to the game, just started up an expansion team, as you can guess I lack minor leaguers, a lot of them. I got a message saying miy scheduled game couldn't be completed, I was wondering if anyone could give me a step-by-step on where to go to activate ghost players.

Should be under "game," "league settings," "rules" and then a checkbox option toward the bottom. Can provide images if this isn't clear enough.
