Problem purchasing Perfect Points

I tried all evening yesterday and most of this AM to purchase perfect points for the Perfect Team online team I manage (Rushmore Academy, S300 league). I keep getting the message:

"OOTP is unable to initiate the purchase. Please ensure the Steam Overlay in OOTP properties inside Steam and please make sure that OpenGL is enabled in the OOTP settings"

I did all of that and I still get the message. I repeatedly restart both the game and Steam with no luck. I even added money to my Steam account thinking that's the issue but it still won't work.

Can someone give me some advice or point me to a solved forum?

It sounds like the Steam overlay is not working for you even when turned on for some reason. When you start OOTP, are you able to toggle the Steam overlay off and on by using Shift+Tab.

Does the overlay actually show up when you do that? If so, can you order then?

If not, you might also try restarting your entire system and then trying again as well. If it still doesn't work, let us know.

So, Shift+Tab doesn't work but Alt+Tab does. However, I still cannot purchase points.
I've rebooted my machine as well
