Cannot Complete Mission

Ran into an issue yesterday getting a mission to complete.

Had 11 of the 14 cards I needed, made sure all 11 were checked, click "Submit" and get error message. Unchecked one at random, rechecked - same error. Unchecked all - left that mission and came back - checked all, same error.

Logged out of OOTP 20 entirely (shut down) and started new - repeated same as above, same issue. Tried this again today with a fresh restart of OOTP20, same error.

Username on account is daveh2018 and mission is NY/SFG - King Carl and Master Melvin. Please let me know if you need a screenshot.

Tried again this evening after refiring up OOTP - uncheck all boxes, check them again - same error message.

Uncheck one card at random, go to a different mission - come back, all 11 checked - same error message.

Uncheck one and then recheck - submit and get same error message

The most reliable method I've found is switching the Duplicate Card Locking Order under the reward card.
