Trade accepted/not accepted depending on whether Head Scout or OSA values showing

Was playing around with a trade and found that a proposal would be accepted when the OSA stats were showing, but the opposing GM would need to think about it if I had my Head Scout's ratings visible.

May easily be being dumb, but why would this impact whether an opposing GM accepts an trade or not?
