Scouting Question

Fictionalized league, fictional players, started year 1970. 4 seasons in, my scouting has tanked. Had the same scout, with good ratings the entire time. in earlier seasons I could scout players and get to high or very high scouting accuracy. All of a sudden, everything is low or very low, including my own players.

I keep the scout hopping year round and heavily scout the draft other teams, my own players etc...

I can't seem to scout a player above average, and it all changed within about 3 months of game time from about September to December of 1973.

I can get a scouting report now on a player and the accuracy still be listed as very low.

Thoughts?
