Facegen oddity with international complex players...

In a test league I'm working with, I set it so that it generates Facegens for Major League players only, updated on the 1st of the year and created upon player creation. I notice, however, that any player added to the international complex is immediately given a Facegen (in a Major League uniform) despite these settings. By comparison, players in the amateur draft do not receive them until reaching the bigs. I'm not certain this is intended behavior, so I've put it here.

My file is NAL Test 2039.lg.zip, and the Facegen thing is most noticeable on the top prospects page when you hover over the player pages. Let me know if it needs other files (or if I uploaded it wrong).
