Signing older European FAs

When you try to sign an older FA from a European league, he'll request a high salary. However, the game only allows an entry-level deal at 925k max:

That doesn't give me a fair chance to sign him.

I don't know what the real life rules are, but either he shouldn't be allowed to request 1.8M, or I should be able to offer him the requested sum.

Is he 25 or older? Just want to make sure which end the problem is at - if he's that old, you shouldn't be getting the restriction on the offer, if he's younger, he shouldn't be asking for more.
