Game won't let me offer 10 million contract

Hello again, there's a bug with my save file that was sent to me, I can't offer more then 7 million on a contract. Is there a way ti fix this? Also, when offering, contracts also end up with a bunch of 9's if I say put in 6 million.

Nevermind, I think it's due to the budget.
