So, that's my question:
how to import data from .csv files contained in import_export/csv folder? Didn't find this in Import/Export functions. There're only import functions from roster and stats txt files. |

Can you be more specific? Are you trying to import the data from the game into the folder? Or are you trying to figure out how to use the data once you do import it into the folder?

There's the tool which allows you to export the data from your saved game to .csv files (in "import_export" folder appears separate "csv" folder). Apparently you can edit this data, but it seems that there's no way to import edited data back into saved game. I wonder then what's the point to give users opportunity to export and edit all the data and not allowing to import it back?

It's for third-party access. Online league tools like StatsLab use them (some use the SQL exports, it depends on the tool).

This has been my #1 feature request for ... 12 years now. The ability to create a new league from exported data, which opens up a world of possibilities to re-play your fictional league's history.
