No Spring Training Rosters

My online league ported over to OOTP21 (from 20) this offseason and for some reason the game didn't populate a Spring Training schedule. We created it manually, but once Spring Training started, there was no option of the "Spring Training Roster" in the Rosters & Transactions window. As such, anyone we want in ST has to be on the active roster, meaning auditioning someone on a minor league contract gives them a major league contract, and we can't have non-roster invitees without putting them on the 40-man roster.

Any advice on how to fix this so we have Spring Training rosters? Thanks!
