Scouts Not Reporting Back at all

I have two scouts assigned to a custom league just to scout ability and for quality. They are to report back every week. For some reason, they don't report back at all. And there are players to scout! I'm not sure if this is a bug or, more likely, I have simply done something wrong.

Scratch that I'm an idiot. I think I had messed something up with two of the scouts, and the others are for scouting draft prospects I think.
