Allegheny Township Is the New DR

This is probably a screwed-up setting, but I can't figure out how to address it and it might be an actual bug. In my fictional league all the players being created who are US-born were born in Allegheny Township, PA. Any ideas? This is from the latest draft pool, sorted by potential.

You probably need to reimport the world db, looks like something may've gotten screwed up with it.

Game settings > database > database tools
