3 batter rule ??

Hoffman pitched to one batter in the 8th and that was it. Not sure why he didn't have to pitch to two more batters in the 9th? Did the game rules change?

If the inning ends, you don't need to keep the pitcher on. 3 batter OR end of the inning.
