Offered Contracts

Same bug that has been in every version, untill you guys have fixed it.

You offer a contract to a player and next day you get message "This offer wont do" and you need to negotiate again, but when you try the player says "Not interested". At this point you can't do anything anymore, you can't make him a new offer or cancel the old offer, but the old offer is still shown in "offered contracts" under finance tab, but not in open offers. This makes building a team in EU leagues very difficult, because you can't use that money. Right now I got 1.4 millions in "offered contracts", but only 250k in open offers.

You need to right-click on the player (or use the Action menu on his player screen) and choose End Negotiations The negotiations aren't over (and the money isn't released from your free agent budget) until you say they are.

There is no such an option anywhere.

Found out that restarting the game resets those "fake" offered contracts and the money which was stuck is released and can be used again.

That end negotiations option should always be available. Can you replicate it at the start of a new game, and give me a few examples of players you're trying to sign where the option doesn't appear?
