Is average time on ice important for young players?

Subj.
If I have a young player, will it make any difference in his development if he will play in main team 5 minutes per game or in farm team 25 minutes per game? Should I send him to my farm team for more playing time?
Or I should only consider his rating and development penalties he might have in different leagues (too strong/too weak for this level of competition)?

The amount of playing time in the last month makes a difference, but it's only a negative effect if it's been too low (less than 10-12 minutes per game for skaters). Getting more time above that amount won't make the player improve faster.

What's the 'last month'? Last month of regular season?

"Previous month" like before the game calculates the month's progress (I guess)
