Scout job rating

Hi!
I got a scout with job rating of 0 in scouting. He got great ratings in evaluate abilities and potential though. The problem is, he does not add to my scouting coverage at all (if I click the checkbox next to his name, all regions are rated as 0).
Will his job rating improve over time or I should fire him?

No, the job rating won't improve.

Maybe you can reconsider for the future versions, because my save is littered with useless staff with all job ratings set to zero, like on the screenshot below. It would be nice to at least have an option to filter out staff like this on the search screen, because it is very tedious to click every name to check if he have enough job rating. Or maybe you can make these ratings grow over time, if person actually works in a club.
