Nationality Percentage for Int'l FA

Hi all,

I've run into a problem where the game is ignoring the nationality percentage for international discoveries and international amateurs. I'm not sure if the new patch changed anything but it was working as intended previously.

The way i set up my leagues is that each league, for the international discoveries and signings, a large percentage of those amateurs' are form the league country. For examples, the US league is set to 75% US amateurs, the Canadian is something like 80% Canadian, and the Mexican league is supposed to be 90% Mexican. It was previously working as intended. However, at some point it stopped working as intended and i only caught it now. I've noticed that the game is ignoring the home countries when creating these amateurs when previously it was not. I wanted to see if there was anything causing this issue or if anyone else has experienced something similar.
