No end of the year awards.

This is in a save where I've had to recover from a database.

Two years in a row there were no votes other than mine for the end of the year awards. For example, if I didn't vote for it the award wouldn't be given, and any vote I did cast it would automatically give them the award.

I do not have commissioner mode on. What am I missing?

There is a league setting to allow AI voting. If that got changed, then the awards will only count human votes. You likely want to go through that and check what it is set to.
