What setting is wrong? Last Minors FA with IA

Commissioner mode, GM mode, when I use "Ask AI to set up complete lineups etc" in my team organization, my last minor league team (4th) Single A, all the players get dumped into Free Agency. What do I have set wrong?

Are there age or service time restrictions for that league?

Thanks, I checked that and it was within the players that were on the team.....
Do you know why the printer is so light in the browser?
