Cant submit offer

I hit meet demand, ask for response but submit offer is greyed out. I feel like i may be missing something or it could be a bug

I believe from that screenshot it's because you've already submitted it. That's why he prefers you. If you look under open offers, is it there?

I did submit it but it says offer is not active.

He prefers the offer but then signs with another team

It definitely looks like he's considering the offer to still be open, so there may be an error in the "active" status. Maybe try making a backup save and advancing the game forward; he'll probably sign but if he doesn't, upload the original one and we'll have a look at what's gone wrong.

Ah, I didn't notice the date: you're in the short period at the beginning of July where free agents won't immediately begin considering the offer, I think the problem may lie there. We'll try to figure out what's gone wrong and get it fixed.

How long does that period last? That save is my backup save, I made it because I foresaw problems. I also have one on draft day with the same issues.

I did play a few days after draft day because I noticed the short period but had the same issue.

I assumed it had something to do with offering so many contracts and being at cap so tried a couple of times to dump salary as well

Ends on July 7, the day after the draft (which doesn't necessarily mean the decision for each player will happen on the 7th; in cases where there are many offers, like this one, it'll likely take longer to play out.)

Found the cause of the problem, and it'll be fixed in the upcoming update, but the fix won't be able to correct situations where it's already happened, just prevent them from occurring in the future.
