Difference between CSV and in game

Can anyone on the dev team clarify why you might see a difference in rating in potential or overall between the in game and the CSV?

For instance, a player is listed as having 5 in the potential column in the CSV but appears as a 2.5 star player in the game. Is the CSV potential influenced by hidden attributes?

I'm not on the dev team so I don't know if my answer is correct, but I would guess what you are seeing is the difference from the actual ratings (CSV) and your scouts opinion (in-game)

I'd considered that as I know from before there can be some 'fuzziness' around the edges with how star ratings are done in the game, for example sometimes if you filter by 3.0 stars then some guys who are 3.5 or 2.5 may still make the cut in that filter but I don't think that's to do with any sort of deliberate scouting 'haze' or at least if it is then it's not anywhere (that's not fog of war, that's a setting which has to be toggled on and off if I'm not mistaken but I've never used it.)

However, if that were the case it would be useful for the CSV to contain my scouts outputted opinion (similar to Front Office Football where players get a 'draft_personal.csv' file that contains THEIR individual scouts opinions on players rating estimates).
