Online League World issue

I have a GM in our league who when we switched to OOTP 24 his world.dat file is messed up. He has deleted it and reinstalled with the same issue. Any ideas what normally fixes this? He said his other leagues work just not this one so I just need some pointers on what most people do to fix the issue.

Delete the League.lg folder and start fresh.
