No Free Agency

I'm in the year 2041, but for the past 4 offseasons, every player on my 40man automatically qualify for arbitration every year. As soon as the offseason starts, they are all awarded contracts (most of them ridiculous). Players NEVER get to to free agency or qualifying offers. I have players that have never been to the MLB making 8 mil a year. I updated my events calendar, but that didn't help. I really want to keep going with this save. Any help is appreciated!

Note: This seemed to start after the league did an expansion (that I wasn't apart of).

It took me several weeks. It looks like the "Enable Reserve-Clause era rules" was selected and that removed free agency.
