Historic League Fix(es) request

I am hoping that OOTP26 can address some historic league issues I am uncovering...
1. in the 1950's there is a lot of appearance and folding of minor leagues. When I moved from 1955 to 1956, about 5 leagues folded and 2-3 were added. Unfortunately, hundreds of players get auto-dropped into free agency and are not DFA'd. I cannot find a way to block this from happening and if you happened to have a good prospect in that league, your franchise loses him. My only solutions are to either move all players from those leagues/teams to another team in the organization or DFA all of the players on those teams/leagues before flipping the league to the off-season.
2. Overall team budgets are REALLY high considering the low player salaries and no free agency. After the start of the off-season, all players are signed to contracts and every team has $1-2M of budget space remaining which is enough to sign 18-36 super-star level players EACH. I cannot figure out how/where to reduce that figure through the LEAGUE FINANCES or finances.txt file. Does the "coefficient" have anything to do with it?

Yeah, for some reason despite years of being told (it even says to do so on the screen!) not to make your lowest minor league level less than 35, the historical minors feature puts it at 20. I think it is a player supply / demand issue that has led to this decision.

The complicating factor in this regard is the fact that different franchises have different "lowest" levels and this changes every year. So even if the devs set it to DE, say, that doesn't help franchises with just a AAA franchise. And of course this is only able to be set by league, not individual affiliate.

On top of that, the default is for OY or waivers and the like not to be activated at this point in time. Not even sure if they ever come in automatically or need to be set by the player manually. If you activate these elements of the game, it should solve the issue you mention in a stopgap way but certainly isn't how it ought to be, so the devs need to figure it out so that it all works as it should.

I'm only in my first-ever full historical minors save and was worried this would be problematic even before I saw this post, when players were being released because I had ceded responsibility for doing so to my AGM.

I really don't want to introduce OYs etc until after WW2 but might have to if this continues to be a problem.

As it stands, I have a reminder set to increase the roster limit for our bottom level each year but am yet to progress so don't know if this is a useful workaround (I'm running the Red Sox and we've only just got our first affiliates in 1932.)

Would be nice for this issue to get some love for 26 from the off.

I believe I found the fix for the Free Agent issue...
If you create a historic league using the defaults, the game turns on RESERVE CLAUSE ERA for this time period. This hides the "years of service for free agency" options. Unfortunately though hidden, they are still intact and the game retains the 6 years for both MLB and MILB though I think the MILB one is the only one that really affects things. I simply unchecked RESERVE CLAUSE, set the years to NO Free Agency and re-checked reserve clause and all was good
