Any suggestions on how to get my power hitters to hit less than 20 home runs a season from during the deadball era.
It saddens me to see a player hit almost 30 when in real life the average was 15

The statistical environment is controlled by the League Totals and modifiers.

To provide more information than that we would need to know more about your league, what Historical options did you choose, etc.
