How often does the "realized effort" update for player dev?

Hopefully someone can answer this because its getting infuriating not seeing a change in the stuff seemingly at all anytime I adjust a players dev. So does anyone know of the specific times this updates at all?

If you are asking what I think you are, request a scouting report and see if anything changes.

Omg I think that answered it. Ran a scout on 1 guy and it adjusted. TY

With scouting on, a new report is needed to see any changes. With it off you'll see any changes right away

Yea I did that. It seems like even if I scout them lets say a after I made the changes from the previous scout nothing changes. I wonder if there is a scouting cooldown?
