Is there a way to have AI set develop plans for multiple players at the same time? IE, International Complex

Yes. On the screen where you set who has control of each task, you can assign player development choices to the assistant GM.

Your better option is to turn off player development choices altogether, because the AI makes horrible choices that are often detrimental to the player.
