Free Agent Offer Bugs in League with Multiple Simmers

Although you've moved on to OOTP26, this might continue to be an issue there as well and, if so, I hope it can be addressed in both versions.

Our online league uses multiple simmers to get through the schedule. We have experienced this issue at various points but finally have some concrete evidence.

Simmer A simmed a week from Jan 15 to Jan 22. At the conclusion of that sim, in the "Pending Offers" screen, the Kansas City Royals showed they had made a $129M total offer to a player named Dave Atalaya but that he wanted more money and did not favor the offer.

Simmer B then simmed a week from Jan 22 to Jan 29 the next IRL day. In that sim, Dave Atalaya signed a contract for $144M that the Royals never made. In fact, for the Jan 22 sim, the Royals GM withdrew his offer in his export.

To investigate, Simmers A, B and C all reverted to the Jan 22 file and imported the exact same Jan 22 export from the Kansas City Royals. The contract offer results were not consistent between files. Simmer A's file correctly showed that the Royals had withdrawn the offer to Atalaya and the player was no longer on the "Pending Offers" screen. Both Simmers B and C showed the $144M offer that the Royals GM did not make. This mystery offer served to put the Royals at -$25M in Total Available Money, so we know this was a bug of some kind, and could not have been intentional on the part of the GM.

If it matters, Simmers A and C both used the main commissioner's account to sim. Simmer B used a limited commissioner account.

We suspect there might some portions of the offer data that resides on the local machine of the previous simmer, rather than in the downloadable portions of the file.
