Foreign player limits

I just posted this in the thread that contains Tt #3300, but figured I may want to start a new thread since its technically a different issue. TT 3300 states that setting a limit of 5 and then setting limits of 3 pitchers and 3 hitters isn't working..teams end up having 6 on the roster.

what I've also noticed is minor leagues and reserve rosters don't follow the parent league roster limits at all.
