BZ 3094: Scouting reports (rating values) with scouting off mismatch with player profile
There seems to be an issue where the rating values in the scouting report don't match with rating values displayed in the player profile.
I saw this with 3 different setups (all that I have tried) in the following: (1) default MLB league with scouting system turned off -> the most recent rating values in the scouting report do not match up with what's shown in the player profile after running rescouting function. (2) Generate a fictional league with default options -> turn the scouting system off, run rescout -> the most recent rating values in the scouting report stilll do not match up with what's shown in the player profile (3) Generate a fictional league with scouting system turned off during league generation process -> the most recent rating values in the scouting report again do not match up with what's shown in the player profile after running rescouting function. I am thinking maybe the reason is that scouting system is never turned off for scouting report section? Scouting report/history should record the true values when scouting is off. This is definitely a different behaviour than the past versions. Likely an oversight bug. p.s. I wish that there is more info in the scouting history than the basic "3 major abilities + OVR/POT". A total snapshot including all ratings of the player would've been really nice. A user definable report update frequency (a day, a month, 3 month, etc.) other than the fixed once-per-year would've been great as well.

Ok, I think I can confirm that this is because scouting is not turned off for scouting reports. I've just tried this: turn the scouting system on, adjust the scouting accuracy to a different scale, and turn the scouting system off. Doing that, the current scouting report values will change along with it. So, this clearly shows that scouting report is controlled by scouting system settings at all times.

Still seeing different ratings on different screens

Unfortunately it doesn't seem to be fixed here. Still different scouting ratings between player profile page and scouting page, even though the both pages list the same scouting date.
It's difficult to guess at which page is the scouts real opinion and which is... well, presumably the scout lying

inconsistent scout ratings
I know this probably has already been noted, but I couldn't find it in my (admittedly brief) search of the "logged" forum.
There are major inconsistencies when looking at overall and potential ratings from screen to screen. Even within a player's profile. I have seen players rated at 4 stars on their "profile-profile" page, but then if you click on the "scouting reports" tab, they are only given one star, and the poor narrative that goes along with that. I sure hope this will be fixed. |

I think it's a bad system, but even more concerning to me is why Markus declared this "fixed" and yet now he says it's working the way he intended. This to me is a prime example of the many loose ends and sloppiness that continue to plague OOTP. Not saying this isn't a great product, but these are the little things that rarely if ever receive a response from Markus himself, and are almost "swept" under the carpet because they might represent a wart or blemish. It's almost as though Markus is saying without saying(and this is not the only example like this out there) "I can't fix this particular issue." But rather than just coming out there and saying that, he often lets us wonder and question about an issue for months or even years in some cases. I wish he would be more forthright on some of these issues.
