MLB has been using suggested signing bonus values for each slot for a few years now. However, there is no rule requiring teams to adhere to the recommendations, so clubs can and sometimes do exceed the slot bonus value, on occasion by a significant amount.

This may change after next year. There is talk that a fixed slot bonus system will be adopted as part of a new CBA with the players (the current agreement expires in December of 2011).
