ideal historical roster limits for OOTP

I know that this - Roster Limits - tells us what the historical roster sizes & reserve roster limits were, but I'm wondering what ideal settings would be for pre-1910 OOTP leagues, if the goal is to use the limits to approximate a realistic number of players for teams to carry (since economics, rather than strict limits, primarily dictated how many players a team would carry).

I seem to recall somebody posting these guidelines, but can't find it (maybe it doesn't exist?)... Thanks in advance.
