Disabling Arbitration

I am putting together a large world universe, and hope to have it completed soon..but many foreign leagues do not have arbitration, and I am wondering if there is a way to disable it within certain leagues?

Nevermind...figured it out...never realized it, but Nippon hardly ever ever allows arbitration.
