Manually Creating Draft, Removing Picks?
In our online league we found teams who have not signed drafted players for multiple seasons in a row keep getting to pick in the 1st round of the draft.

I know I can manually edit the draft order for the first round but in my league this season its showing 38 1st round picks, when there should only be 36. Is there a way for me to manually fix that? A specific data file, etc?

I don't want to just auto pick and not sign those players because the picks will just keep rolling over.

By the way, this is for OOTP12 if that matters.
