I cannot make any roster changes! Help!

Playing in historical mode, starting in 1984. I set myself to control all teams and I still can't change lineups, pitching staffs, etc... whenever I try to make a change it says "YOU ARE NOT ALLOWED TO CONTROL THIS TEAM"

HELP please!!

Are you in commissionaire mode?
