Pitching rotation stuck

My game is stuck on 'strict rotation'. Doesn't matter what league or setup, fictional or historic. I tried re-installing the game still nothing. All the correct selections have been made but nothing works. Any ideas? Has anyone seen this happen before? Help cause I'm stuck and close to going back to v13.

Are you playing with "GM Only" checked?
Or have you give control of the lineups/rotations to your coaching staff?

I believe that allows them to decide for you??

No I set the rotations and lineups for each team.

Understood, but to clarify, IF you have the settings on computer it will immediately undo your work and rearrange as it likes.

If you have NOT selected "Act as GM Only" and have YOU setting "Lineups/Depth/Pitching Staff", then I'll have to think about this a bit more...

Nope GM is not selected. I play in commish mode and run all the teams. I select 'set all to be controlled by Jim Smith' and 'set all to to NOT allow AI roster changes'
