Problem offering contracts to IFAs.

I'm encountering a problem in an online league I'm playing. We've only started the first season and we've hit the time of the year where IFAs let us know they want to become part of the MLB-universe.

When I offer to players, my owner refuses to go along with the contracts. This would be understandable if I had no moeny left but as far as I can see this isn't entirely true. I have a little over $9M left for FAs. My projected balance is -$5M however but it looks like I'm in the race for a regular season division title. Under available funds calculation 'Projected Budget Room' is -$918,530, $10M cash and zero 'Offered Contracts'.

Is this a bug or have I missed something?

You currently have a negative projected budget room, the cash on hand doesn't count.
